After graduating from Colgate University in New York with a BA in economics and political science, he obtained his JD from Villanova University School of Law in Pennsylvania. Subsequently, Thomas "Tom" Foley launched his career as a litigation associate attorney with Lester Schwab Katz & Dwyer in New York. Throughout the following years, Thomas Foley continued to provide legal assistance in areas such as employment law, real estate, and contract negotiations. He served as a senior associate attorney at Zetlin & De Chiara, another New York law firm, before founding his own firm in 1999, and becoming managing partner of Foley Perlman & Campbell, LLC.
