o Conducted Alternate Use Review of closed Sciotoville, OH refined products terminal
o Alternate prospects identified as ethanol, biodiesel,fertilizers, liquid animal feeds, vegetable oils, fats, corn syrup, sand, salt and specialty chemicals.
o Contacted 50 companies; completed 92 phone calls and156 emails
o Hosted a site visit with potential client and filed final report
Clean Fuels Foundation (CFF) – November, 2010 – June, 2011
o Director Fuels Outreach and Technical Support for the National Flexible Fuel Vehicle (FFV) Awareness Campaign, and more specifically, The Ohio FFV Awareness Campaign.
o Tasked with Identifying and Contacting Fuel Providers and Ethanol Producers for Campaign endorsement and support as part of an aggressive and focused initiative.
o Immediately successful in identifying and contacting existing, and potential new, Ohio E85 Marketers with introductory and endorsement letters mailed 11/20/10 and the week of 11/22/10.
Texas Eastern Pipeline Productions Company (TEPPCO) -
o Developed the ethanol strategy for a major ethanol and refined products storage terminal strategy in the Southeastern US featuring pipeline, truck, and rail and river barge transportation.
o Researched and reported out a Best Industry Practices compilation for storing and shipping ethanol.
o Conducted market research in Montgomery, Birmingham, Decatur Alabama and Jackson Mississippi, identifying potential, major ethanol customers, trucking companies and alternative competition locations.
Projects Plus Consulting –
o Engaged to drive the process of expanding ethanol production in the Eastern U.S., including conducting a feasibility study relating to site selection, utilities, labor pool, emergency services, transportation and traffic issues, grain production, rail availability and government posture towards ethanol production.
o Feasibility study led to creation of a 200 plus page business and financial plan document highlighting risk mitigation plan for feedstock acquisition as well as, offtake contracts for ethanol, distillers dried grains and carbon dioxide; environmental site assessment and permitting; problem resolution with State and Federal agencies and identification of alternative feedstock options to support production. Accomplished in two and half years with one administrative assistant.
Resource Trading Corporation –
o Invented and trademarked original SileMaster ensiling process that transforms ethanol plant and cotton gin waste into marketable and nutritious cattle feed; turning near zero value per ton waste products into dry cow alfalfa equivalent roughage feed commodity worth $100/ton.
Agri-Ethanol Products LLC –
o Managed $200 M budget, including an equipment budget of $75 million for a proposed, 100 million gallon per year fuel grade, ethanol facility in Aurora, N.C...
o Directed the permitting process resulting in the issuance of major N.C. permits including Air #09486R03; General Discharge Permit NCG500628 and Storm Water Discharge Permit #SW7050730.
o Researched and conducted on site due diligence resulting in selection of a cutting edge ethanol process technology featuring reduced energy, waste heat evaporation and very importantly, a zero process water discharge design to protect the environ
Terry Ruse, Principal and Owner of Projects Plus Consulting LLC, has over 30 years of experience in the motor fuel business, managing gasoline, diesel, ethanol, and other fuels. Mr. Ruse has been directly involved in the U.S. ethanol and gasoline industries since the late 1970s. During this time, Mr. Ruse managed the fuel supply for 51 retail and 10 bulk gasoline locations, as well as overseeing various expansions and operations as a wholesale fuels trader and project developer. Mr. Ruse was recently the Chief Operating Officer of Agri-Ethanol Products, LLC in Raleigh, North Carolina; having successfully completed the feasibility studies and the business plan for this $200MM, fuel-grade ethanol facility. As a result of this project and others, Mr. Ruse has participated in financing activities with major New York based lending institutions and private equity providers across the country, making focused and detailed project presentations.
Mr. Ruse is an accomplished public speaker and most recently delivered a presentation on renewable fuels to the September 2010, Heartland Energy Conference at Rogers State University. His extensive experience portfolio includes plant site assessment, feasibility studies, rail and truck transportation planning and negotiation, permitting and contract negotiations, both for feedstocks and product off-takes.
Mr. Ruse was appointed by Oklahoma Governor Keating in 2002 as his representative to the Governors' Ethanol Coalition. Mr. Ruse is a former board member of the Clean Fuels Foundation and is a member of the Clean Fuels Development Coalition (CFDC). He was recognized by CFDC in 2004 as one of the Pioneers of the Ethanol Industry.
