About the American Presence Post (APP) Lyon

US Secretary of State Madeleine Albright inaugurated the APP in Lyon on December 9, 1998. Its mission is to support American business, to create greater exchanges between the United States and the regions of Central-Eastern France, and to provide information on the United States and American policy to American and French citizens in the regions of Rhône-Alpes, Auvergne and Bourgogne. The office also provides limited consular services for American citizens.

About the 615th Air Mobility Operations Group (AMOG)

It is one of only two such specialized groups in the US Air Force.

The organization is tasked to deploy worldwide on short notice.

Its mission is to ensure international support and management of USTRANSCOM or National Command Authority directives by providing professional deployment teams that rapidly extend the global reach of the Air Mobility Command (AMC) to meet America's objectives.

The 615th AMOG includes command and control (C2), aerial port, maintenance, communications (C4) and various functional elements such as intelligence and force protection, is composed of nearly 600 personnel, has assets valued at over $37 million and had an annual operating budget of $10 million in 2000.

The unit is a cornerstone to AMC’s Global Reach Laydown strategy and is responsible for planning and controlling air mobility operations and assets for assigned contingency, presidential support and emergency or humanitarian relief operations. The AMOG maintains a core cadre of worldwide mobility forces ready to execute a full spectrum of Global Reach operations within a moment's notice. These professional deployment teams are called Tanker Airlift Control Elements (TALCEs) and their ability to deploy rapidly in all situations makes them an essential part of the USAF's overall mission.

A Tanker Airlift Control Element is established at fixed, en route or deployed locations where operational support is non-existent or insufficient. Again, the TALCE provides continuing on-site management of a range of airfield operations including command and control, communications, aerial port services, maintenance, security, weather, and intelligence--those critical elements needed to ensure a safe and highly efficient air base for all tanker and airlift operations.

Other teams may deploy out of the AMOG to support AMC's global missions and perform the same functions as a TALCE; however, they operate on a smaller scale or deploy to meet the needs of a more tailored mission.

One is the Airfield Survey Team, responsible for conducting airfield assessments worldwide and led by a TALCE team chief certified in conducting these surveys, typically composed of safety, civil engineer, combat control team, emergency ordinance disposal, security maintenance and aerial port personnel.

Another, the Mobility or Mission Support Team (MST), is managed by a certified non-commissioned officer or supervisor and consists of a small pool of specialists who provide unique capabilities in support of all other forces. The MST supports every aspect of the air mobility planning, tasking, execution and analysis cycle; providing intelligence threat analysis, coordination of supporting ISR assets when required, tactical review of flight and mission profiles (ensuring accurate delivery while maintaining aircraft and crew safety) and close protection of at risk mobility assets. The MST organizes and runs, in coordination with the DIRMOBFOR, security requirements for airfields within the AOR.
